EU agreement to digitize print works is

Associations of publishers, authors and libraries have signed at the EU
level, together with collecting societies a framework that will allow
mutual agreement scanning and making available to print books and
magazines. The parties and politicians are hoping that the "Memorandum
of Understanding need to facilitate the negotiation of licenses, the
libraries, archives and museums to digitize their works. EU Internal
Market Commissioner Michel Barnier, who had initiated the negotiations
on the agreement, ten months ago with language, from an important step
for the preservation and presentation "of our cultural heritage".
